Narrative description of project in brief:
Hijli INSPIRATION in the earlier contract had completed Verification, Facilitation and Certification of ODF status in 125 ULBs as Third-Party Agency to the State in the year 2020-21. In 2021 as a next step – Hijli- INSPIRATION was re-engaged as Third-Party Agency for Verification, Facilitation and Certification of ODF+ status in these 125 ULBs in West Bengal where focus is on Operation, Functionality & Management of Community and Public toilets.
Primary Initiatives:
Hijli INSPIRATION adopted a participatory and multi-stakeholder strategy in verification and facilitation which finally led to Certification for ODF Plus. The activities involved :
- Preparation of survey designs
- Verification of estimates and structural stability audit
- Preparation of questionnaire format for survey
- Preparation of Plan of Action with timelines and milestones
- On field construction verification
- Facilitating Protocol Compliance
- Orientation of ODF certified ULBs for upgrading to ODF plus
- Facilitating Community Contracting with a focus on SHG-s for Operation and Maintenance of Community Toilets
